This article has purposes to review North Korean Human Rights Act of US and to analyze the impacts of this act. To achieve these purpose, we have organized this article in two parts. One part is to compare this act with the other similar acts of US. The other part is to analyze the impacts of this act on US and two koreas. The impacts of this act are as follows. First, this act has failed to change Kim Tong Il`s regime and promote the human rights of north koreans fundamentally but has succeeded to provide the legal base to support defectors from north korea. Second, this act has made south korean national assembly discuss North Korean Human Rights Act and put two legislative bills on the agenda of standing committee. Third, this act has made north korea Kim`s regime nervous. This act has announced north korea as a human rights abuses state. It is a burden to Kim`s regime stability.
