The purpose of this paper is to examine inter-Korean borderland development strategy and related issues. If South and North Korean military confrontation is ended, inter-Korean borderland will be revolutionary changed. This paper summarizes four status of inter-Korean borderland in the Korean reunification era: Symbolic Area of Peace, Buffer Zone between South and North Korea, Repository of biological diversity, Mediatory Area between Continent and Ocean. After a review of the basic related issues in the development of inter-Korean borderland, this paper suggest tentatively named ``Inter-Korean Borderland Committee`` for borderland development. That committee will takes charge of many kinds of inter-Korean cooperation issues in the borderland area: Elimination of Landmines, Military Problems in the DMZ, Co-use of Rivers, Prevention of Epidemics & Disaster, Connection of Roads and Railways, etc.
