본 연구의 목적은 남한정부의 기능주의 및 신기능주의적 대북정책이 갖는 의미를 남북한 체제통합적 관점에서 고찰하고 합리적 남북통합모델을 도출하는 것에 있다. 대북정책의 토대가 되어 왔던 기능주의 및 신기능주의 접근방식을 진보와 보수라는 이념의 잣대로 구분하는 것에 머무른다면, 국내외 정세와 정권의 변동에 따라 그 모양을 달리하는 대북정책 메커니즘을 설명하기가 어렵다. 따라서 본 연구에서는 먼저 통합과 통일의 개념을 정의하고 통합의 접근방법으로서 기능주의와 신기능주의 개념을 검토한다. 본론에서는 우리정부의 대북정책사의 성과 및 한계를 분석한 후 기능주의 및 신기능주의가 남북통합과정에 제공하는 시사점을 도출한다. 합리적 남북통합모델의 전제조건을 남한, 북한, 국제환경으로 구분하여 검토한 후, 통합방식에 관하여 남북 간에 합의되었던 기존모델과 동서독 통합모델을 비교하여 적합한 남북통합모델을 제시한다.
The purpose of this study is as follows. The purpose of this study is to examine the significance of South Korean government’s functionalism and neo-functionalist North Korea policy from a systematic viewpoint of the two Koreas and to derive a rational inter-Korean integration model. If we are to distinguish the functionalism and the new functionalism, which has been the basis of North Korea policy, as a measure of ideology of progress and conservation, it is difficult to explain the North Korean policy mechanism that changes its shape according to changes in domestic and foreign circumstances and regime . Therefore, this study first defines the concept of unification and unification. And the concept of functionalism and new functionalism is examined as an approach of integration. In this paper, we analyze the performance and limitations of our government ‘s North Korea policy. And the implications of functionalism and new functionalism for the process of inter - Korean integration. The preconditions of the rational inter-Korean integration model are divided into South Korea, North Korea, and the international environment. In addition, we present an appropriate inter - Korean integration model by comparing the existing model that was agreed upon between the two countries and the East - West German integrated model.
