26권 1호_이경수_김정은 시기 환경 인식 변화와 경제정책: 『경제연구』 문헌 분석을 중심으로

초록

이 글은 북한 당국에 있어 환경 보호와 경제 성장의 관계를 검토하는 것을 목적으로 한다. 국제사회가 실행 중인 지속가능발전 목표의 ‘공동의 그러나 차별화된 책임’ 원칙에서 보듯 선진국과 개발도상국 간에는 환경과 경제 관계에 대한 우선순위는 차이를 보인다. 개발도상국은 환경 보호보다는 경제 성장에 우선순위를 두는 것으로 여겨지며, 자신의 ‘발전권’을 중시한다. 북한 또한 환경보다는 경제를 우선시해 왔으며, 환경 파괴의 원인을 자본주의와 선진국의 책임으로 돌려 왔다. 그러나 북한의 환경 인식은 변화하고 있으며, 국제사회의 환경 논의 또한 적극적으로 수용하고 있다. 특히 김정은 시대에 들어와서 환경 문제에 대한 관심이 높아졌으며, 경제와 환경을 조화시켜야 된다는 주장이 가시화되었다. 순환경제 정립을 위해 재자원화를 법제화하고 녹색경제를 ‘새로운 경제발전 방식’으로 제시해 주요 경제 과제로 삼고 있다. 남북 모두 경제와 환경의 조화를 목표로 한다는 점에서, 한반도 차원의 녹색경제 전환을 위한 남북 환경협력과 경제협력의 결합을 고민할 때다.

Abstract (English) This study aims to reveal the relations between the environment and the economy in North Korea. Though the two are closely interwoven in the concept of sustainable development, developed and developing countries have divergent views over the priority of the two as seen in the principle of common but differentiated responsibility. Developing countries in general prioritized the economy over the environment for its economic growth and North Korea is not an exception to this trend. North Korea criticizes developing countries and capitalism for causing environmental damages and argues that it has no environmental problems. But its perception of the environment has changed, particularly with the start of the Kim Jong Un era. Now North Korea actively embraces the environmental trends of international communities and endeavours to harmonize environmental protection and economic growth instead of putting the latter above the former. It institutionalizes the circular economy with the Recycling Act and aims for a green economy transition by declaring it as a new development model. As both Koreas aims to achieve environmentally sound economic growth, it is time to think about combining environmental and economic inter-Korean cooperation for Korean Peninsula's green transition.
