초록
본 연구는 북미관계 변화 속에서 북한 미디어의 외교적 특성을 살펴보고, 정책적 실마리를 찾기 위해 수행되었다. 국제사회의 이슈가 복잡 다양해지면서 행위자들 또한 점차 많아지고 있다. 이 가운데, 미디어는 정보전달이라는 고전적 기능을 넘어 외교적(diplomacy) 역할을 수행하고 있다. 이에 본 연구는 2017년부터 2019년까지 북미관계의 중대 사건을 기점으로 당 기관지 로동신문의 보도양상과 의미화 전략이 어떻게 달라지는 지 확인하고자 했다. 분석결과, 로동신문은 국변별로 차별화된 보도주제, 대미인식을 보임으로써 북미관계에 적극적으로 동조 혹은 이탈하는 경향을 보였다. 의미화 전략 역시 ‘갈등’과 ‘평화’, ‘국제’ 문제로 달리 포장하면서 스스로 국가이익을 대변하는 모습을 보였다. 이러한 결과는 북한 미디어가 단순히 주민 교양과 선동선전의 역할에 그치지 않고 북미관계 변화에 따라 적극적으로 국제문제에 개입 혹은 단절하고 있음을 시사한다.
Abstract (English) This study was conducted to examine the diplomatic characteristics of North Korean media and find policy clues amid changes in U.S.-North Korea relations. As the issues of the international community become more complex and diversified, the number of actors is also increasing. Among them, the media is playing a diplomatic role beyond the classical function of information delivery. Therefore, this study attempted to confirm how the reporting patterns and semanticization strategies of the party's newspaper Rodong Shinmun will change starting from 2017 to 2019 with a major event in North Korea-U.S. relations. As a result of the analysis, the Rodong Shinmun showed a differentiated press topic and perception of the United States by country, showing an active tendency to sympathize with or deviate from North Korea-U.S. relations. The semanticization strategy also showed itself representing the national interest by wrapping it differently with issues of 'conflict', 'peace', and 'international'. These results suggest that the North Korean media is not just playing a role in the cultivation of residents and propaganda, but is actively intervening or disconnecting international affairs according to changes in U.S.-North Korea relations.
