이 연구의 목적은 허쉬만의 Exit, Voice, Loyalty 개념을 활용하여 북한에서 국가의 쇠퇴에 대한 구성원의 반응과 국가의 재반응을 추적함으로써 과연 이탈과 항의가 국가 회복의 기제로 작동되고 있는지 분석하는 데 있다. 북한에서 국가 건설의 역사적 조건과 특징은 무엇인가? 새롭게 건설된 국가와 구성원의 관계는 어떻게 설명 가능한가? 북한의 쇠퇴에 따른 구성원의 반응은 국가의 회복 기제로 작동하고 있는가? 하는 것이 이 논문의 주요 연구 질문이다. 허쉬만의 개념은 두 가지 현상을 설명하는 데 있어 주요하다. 첫째, 쇠퇴(lapse)에 대한 구성원의 반응이 어떠한 형태(이탈 혹은 항의)로 표출되는지 설명한다. 둘째, 이러한 구성원의 반응에 대하여 해당 조직이 보이는 재반응이다. 재반응으로 인해 조직은 회복 혹은 퇴출될 수 있다. 그는 사회문제의 해결에서 ``정치적 해결책``인 항의(voice)와 ``경제적 해결책``인 이탈(exit)이라는 회복의 메커니즘이 적절히 결합된다면 문제를 효과적으로 해결할 수 있음을 제안한다. 북한은 일본 제국주의로부터의 해방과 한국전쟁이라는 특수한 역사적 과정을 거치며 높은 가입비용과 이탈을 억제하고 충성을 제도화한 사회통제체제를 구축하였다. 그러나 1990년대 식량난으로 극대화된 경제위기와 사회통제체제의 이완은 구성원의 이탈과 항의를 표출시켰다. 생산단위로부터의 소극적 이탈뿐만 아니라 국가 경계를 넘어 제3국으로 귀속되는 영구적 이탈현상이 발생하였고 제한적으로 항의와 결합하며 국가를 압박하고 있다. 북한에서 구성원의 이탈과 항의는 제한적이나마 경제개혁조치 등을 통해 국가의 효율성 제고를 가져왔다. 그러나 당대표자회를 통해 당 조직을 강화하고 김정은 후계체제를 구축하는 등 국가의 사회통제력을 복구하려는 노력 또한 병행되고 있다. 결과적으로, 구성원의 이탈과 항의가 제한적이나마 국가의 회복기제로 작용하고 있으나 위기를 극복하기 위한 개혁이 지체되며 ``위기의 지속`` 현상이 나타나고 있다.
This essay addresses how North Koreans react to their nation`s decline and examines the possibility of recovery from the decline. Albert O. Hirschman suggests three concepts: Exit, Voice, and Loyalty, with which to study the responses to decline in firms, organizations, and states. In examining the nature and strength of autonomous forces in a recovery from a decline, exit and voice seem appropriate. However, a better explanation would be that the conditions favoring the coexistence of exit and voice are derived from the concept of loyalty. Loyalty keeps exit at bay and activates voice. Since the Korean War, North Korea has created a mechanism of loyalty in their society. In the system, members are not able to obtain exit or voice freely. North Korea, one of the world`s most centrally planned and isolated economies, nowadays faces desperate economic conditions. From the economic crisis in the 1990s, the North Korean people started to cross over the border between North Korea and China, thus creating their own economic space in the form of an unofficial market. However, although the North Koreans` reactions brought changes to the society, the Kim Jong-il regime is maintaining their very standardized political system.
