제도적 선택이론은 경제학적 논의로서 그것이 정치영역으로 도입되어 분석되기 시작한 것은 합리적 선택이론, 신제도주의를 경유 하면서이다. 최근에 이르기까지 이행기에 있는 다른 나라들, 구체적으로는 남미와 대만 등이 분석대상이 되었고 동유럽에 대해서는 1990년대 중반과 후반, 간헐적으로 연구가 진행되었다. 제도는 집행기구를 갖는 사회의 게임의 규칙으로서, 공식적 규칙과 비공식적 규칙 모두를 포함한다. 제도가 규칙의 세트라면 제도적 변화의 문제는 “규칙들은 어떻게 변화하는가”라는 것이 된다. 제도적 변화의 문제는 결국 불안정한 현실세계 상황에서 공식적, 비공식적 규칙의 역할들이 상호적으로 어떻게 작용하여 거시적 수준에서 변화로 이끌어지는가라는 측면으로 집약될 수 있다. 평형적 관점이라고 언급되는 접근법의 요소들이 주요하게 다루어질 수 있으며 제도적 관성과 역사, 심리적, 의식적 측면은 부가적으로 고려 된다. 제도적 선택, 제도적 변화논의는 동유럽과 러시아의 체제이행 분석에서 다음과 같은 부분을 선명히 하고 있다. 첫째, 체제변동의 주요영역으로서 제도의 의미를 부각시키고 있다는 점이다. 제도적 선택에 대한 논의는 제도적 근원, 제도적 선택과정, 제도적 디자인, 제도적 변화를 구성으로 한다. 둘째, 평형적 관점으로 대표되는 제도적 선택논의는 흥정과 타협, 정치세력들간의 상호작용의 문제에 대한 기준선을 제공한다. 셋째, 제도적 선택논의는 대부분 안정적인 맥락에 초점을 맞추는데 비해, 동유럽과 러시아를 포함, 이행기를 분석하는 적지 않은 논의들은 반대세력과 집권세력 혹은 권위주의체제와의 투쟁의 산출로서 제도적 선택모델을 강조하고 적용한다. 이행을 제도적 선택과정의 연속, 궁극적으로 제도적 변화의 측면과 결합시키고자 하는 것이다.
The discussion of institutional choice has started after a history long discussion of rational choice and neo-institutionalism. Institutional Choice theory has intermittently employed to analyze the transition in the Latin America and Taiwan in the middle of 1990s. Institutions indicate rules of the game in a society including both formal and informal regulations/rules. Institutional change leads us to a question how rules change, when institution is defined as a set of rules. The question of institutional change is in this context concentrated on the questions of how formal and informal rules are interacted and developed into a change at the macro-level. In this analysis, factors that have influence upon the equilibrium are to be discussed, in additions to the consideration of institutional inertia and history, psychological aspects of changes. Institutional Choice provides readers of the transition of East Europe and Russia with a couple of merits. First, it brings our attention to institutions as a major sector of system changes. The discourse of Institutional Choice includes the discussion of the origins of institution, process of institutional choice, institutional design, institutional changes. Second, ``equilibrium view`` of Institutional Choice bring our attention to the bargains and negotiations, interaction of political forces. Third, the discussion of Institutional Choice is concentrated on the stability. However, those discussions of transition, particularly in East Europe and Russia, pay more attention to the struggle between ruling forces and their oppositions, focusing on the sequence of choice or eventual changes of institutions.
