이 논문은 한국을 거쳐 ‘난민’ 자격으로 영국으로 재이주한 북한 이주민의 영국 난민정책 경험에 대한 연구이다. 즉, 영국 거주북한 이주민들이 한국사회의 북한이탈주민지원정책과 영국 난민지원정책을 어떻게 해석하고 의미화 하는지를 이들의 비교에 기반한 해석적 내러티브를 중심으로 분석하고자 하였다. 이를 통해 궁극적으로 영국의 난민정책 경험에 대한 북한 이주민의 경험적 해석이 한국사회의 북한이탈주민정책에 주는 시사점을 탐색하고자 하였다. 이러한 연구목적을 달성하기 위해 문헌 분석과 영국난민지원 기관 방문 및 관계자 인터뷰, 영국사회에 난민으로 진입한 북한 이주민들과의 인터뷰 및 ‘동반여행’ 등을 연구방법으로 활용하였다. 연구 결과, 북한 이주민들은 자신들이 경험한 영국의 난민정책을 한국의 북한이탈주민정책에 비해 상대적으로 강점이 있는 정책으로 평가하였다. 특히, 비호 신청과정에서 겪은 자유에 대한 보장을 한국 입국 초기의 고립 및 구속과 대비하였고, 보편적 인권에 기반한 난민 지원 정책을 북한이탈주민에 대한 특별한 지원의 양가적 효과와 비교하였다. 또한 축적된 데이터에 기반한(것으로 상상되는) 맞춤형 위기 지원 정책을 한국사회의 비현실적으로 복잡하고 경직된 기초수급정책에 대비해 긍정적으로 의미화하였다. 이러한 영국 난민정책의 긍정적인 경험에 기반하여 북한이주민들은 여전히 분단문법에 영향 받고 있는 북한이탈주민 대상 입국 초기 정책의 개선, 시혜화/위계화하지 않고 보편적 권리차원에서 접근하는 정책, 수요자 중심의 유연한 정책으로의 전환이 필요함을 제기하였다. 이러한 북한이주민들의 비교의 내러티브는 한국사회에서 제기된 북한이탈주민지원정책에 대한 무수한 학술적 문제제기의 “경험적 실체”일 수 있다는 점에서 시사하는 바가 크다고 할 수 있다.

The paper is a study of North Korean migrants’ experiences of British refugee policy in the UK. As these migrants went to the UK as refugees via South Korea, they have the capacity to compare South Korea’s policy of supporting North Korean defectors with the UK’s refugee policy. By analyzing these people’s interpretive/ comparative narratives on both policies, this paper seeks to explore the implications of the North Korean immigrants’ “empirical interpretation” of British refugee policy experiences on the North Korean refugee policy in South Korea. As a method of research, I utilized literature analysis, visits to British refugee support agencies and interviews with officials, interviews with North Korean migrants who entered the British society as refugees, and a "refugee policy trip “with a North Korean migrant. Findings are as follows. First, North Korean migrants evaluated their experience of refugee policies in the UK as relatively superior to that of South Korea. In particular, they highlighted the guarantee of freedom experienced in the process of applying for protection contrasts in comparison to the isolation and restraint of the early stages of entry to South Korea, and the policy of providing refugee support based on “universal” human rights in comparison to the ambivalent effect of “special” assistance to North Korean defectors. They also positively evaluated the customized crisis support policies of the UK in comparison to the unrealistically complex and rigid basic supply policies of Korean society. Based on this positive experiences of the British refugee policy, these migrants suggest the need for improvement of South Korea’s initial entry policy which is still affected by the Division Grammar. They also suggested that South Korean society needs to transform its policy of supporting North Korean defectors into a policy based on universal rights perspective along with a more flexible policy to meet individual needs.
